New-build yards have a specific set of problems. The topsoil was scraped off during construction and what is left is compacted fill with a thin layer of sod rolled over the top. Grass struggles in it, water runs across it rather than into it, and there are usually no beds, no irrigation and no fence at all. The order matters more here than almost anywhere: grading and drainage first, irrigation next, then sod, then beds and hardscape. Done that way, nothing gets dug back up. Done in the order the budget arrives, it usually does.

Almost always the ground under it. Construction traffic compacts the soil and the topsoil is usually gone, so roots cannot get down and water cannot get in. Fixing it properly means breaking up and amending the ground before new sod goes down, not just laying more sod over the same problem.
Can we build the yard in stages?
Yes, and it is a sensible way to do it. The one thing we would push for is getting grading, drainage and irrigation done in the first stage, because every one of those means digging up whatever is on top of it if it is left until later.
Do you put in fences for new subdivisions?
Yes. Wood privacy fences and gates, posts set in concrete. Worth doing before the lawn goes in rather than after, so the post holes and the spoil do not wreck new sod.
