Spanish Fort has a lot of newer building on ground that is anything but flat. Subdivisions here sit on the ridge above the delta, and lots are often cut into a slope.
That gives you the two problems together: a yard that was scraped and compacted during construction, and a grade steep enough that water crosses it fast. Runoff arrives from uphill, picks up speed over bare compacted fill, and leaves through your beds. Terracing with a low wall, catching water at the top rather than chasing it at the bottom, and getting the grade right before any sod is laid all matter more here than they would on a flat lot. Steps and a landing often make more sense than trying to force a patio into a slope.

Water comes onto our lot from the neighbour uphill. Can anything be done?
Usually yes. The approach is to intercept it at the top of your property with a drain or a swale and carry it around what you care about, rather than letting it spread across the yard and dealing with the damage. Where it can legally be discharged is part of the site visit.
Is a patio possible on a sloped lot?
Yes, but it is usually a patio plus something else: a low retaining wall to cut a level pad, or steps down to it. That is worth knowing at quote stage, because a patio on a slope is not priced like a patio on flat ground.
How soon after closing on a new build should we start?
Sooner helps, mainly because grading and drainage are cheapest before anything is built on top of them. Even if you only do that stage first, the rest gets easier and nothing has to be dug up again.
