That combination means drainage comes up on most properties before anything else does. Rain sits where it lands, and a patio or a new lawn built on top of standing water will fail no matter how well the rest of it is done. We grade the ground so water leaves the house first, put in French drains or catch basins where it needs help, and only then build on top.
